Appointment of a security services provider to provide guarding and related security services for Khula Business Premises (KBP) in Bloemfontein, Free State, for 24 months. The contract covers three KBP sites (East End, Kraal Street, Harvey Road Hives) with 24/7 coverage. Bidders should be Bloemfontein-based security service providers with PSIRA registration (company and directors, min Grade B for directors), NBCPSS membership, COIDA compliance, and public liability insurance, and must deploy 9 guards (Grade C) across the sites, have an armed-response capability (in-house or via MOU), maintain a minimum 3-vehicle fleet, and provide required bid documents. The bid uses an 80/20 price/preference evaluation and mandates a compulsory site briefing.

Requirements

• Regional reach: Bidder based in Bloemfontein, Free State; provide lease and three utility bills as proof.
• Professional body: PSIRA registration for the company and letters of good standing; directors must be PSIRA registered (Grade B minimum).
• Staffing: Propose nine security officers (Grade C) deployed across Kraal Street, East End, and Harvey Road sites; PSIRA certificates for officers.
• Compliance and insurance: COIDA registration; NBCPSS membership; public liability insurance of at least R3,000,000.
• Armed response: In-house unit or valid MOU with an armed-response partner; 15-minute response time.
• Wages and compliance: Wages not less than NBCPSS minimum; include dummy payslips for Grade B/C staff.
• Documentation: Complete SBD forms; tax compliance (TCS PIN) or CSD registration; SANAS B-BBEE certificate or valid sworn affidavit; CIPC registrations and director IDs.
• Site briefing: Attend compulsory site briefing.
• Fleet: Minimum three vehicles; provide proof of ownership/lease.
• Site inspection: Top 5 bidders; must score at least 70/100 on site inspection to proceed to price.
