APPOINTMENT OF SERVICE PROVIDERS FOR REVIEW OF THE STATUTORY ANNUAL FINANCIAL STATEMENTS OFClosed

Overview

Procurement: Appointment of service providers to review the statutory annual financial statements (AFS) of Gert Sibande District Municipality (GSDM) and its local municipalities for a 3-year period (2025/26–2027/28). Who should bid: experienced financial professionals with CA(SA) qualifications or equivalent, GRAP/CaseWare experience, and capacity to review multiple municipalities; must be CSD-registered and tax compliant.

Requirements

• Functionality evaluation with a threshold (minimum score, per PPPFA 2022 rules).
• Evaluation uses an 80/20 split: 80 points for price, 20 for GSDM-specific goals; bidders must meet GSDM SCM criteria.
• All bidders must be registered on the Central Supplier Database (CSD).
• Qualifications: Manager level must be CA(SA); other team members should have relevant accounting qualifications with articles; evidence via CVs and letters of affiliation.
• Experience: demonstrable experience in reviewing AFS, CaseWare, GRAP compliance, and GRAP 104 methodology; detailed CVs and appointment letters for traceable projects required.
• Returnable documents: MBD 1 plus Forms A–L (Form L is Bill of Quantities/Pricing, Form H contract, etc.) and Annexures; company profile and signatory authority.
• Tax/compliance: SARS TCS PIN or Tax Pin; municipal clearance where applicable; no bids from persons in the service of the state.
• Pricing: specify two items – (1) review of GSDM AFS and (2) review of Local Municipalities’ AFS (see Pricing schedules in the bid documents).
