Overview

Appointment of service providers for the cleaning of illegal dump hotspots for a period of 36 months in Moretele Local Municipality. Open-tender inviting waste-management service providers with municipal cleanup experience, fleet capabilities (tipper truck, TLB), PPE and disposal compliance. Scope spans 26 wards (minimum 6 wards per provider) with evaluation incorporating functionality, price and preferential points (HDIs, women, youth, locality).

Requirements

• Central Supplier Database registration; company registration documents; tax/municipal compliance.
• Proof of good standing with COIDA/Compensation Fund where applicable.
• Mandatory MBD declarations (e.g., Declaration of Interest) and other municipal bidding documents.
• Vehicles and resources: tipper truck, TLB; licensed/owned or leased with evidence; drivers and fuel; PPE for waste-pickers; project Manager; operational plan covering cleaning, waste handling and disposal.
• Methodology, project implementation plan and a waste-management/compliance plan; CVs for key personnel; proof of relevant experience (3 references); proof of ownership/lease of vehicles and necessary equipment.
• Compliance with environmental, health & safety, waste transport/disposal laws; disposal slips for lawful facilities.
• Site inspections may be conducted; presentations to bid committee may be required for shortlisted bidders.
• Returnable documents: Form of Offer and Acceptance, authority to sign, and other returnables listed in Volume 2.

• Briefing session: mandatory on 12 June 2026 at 10:00 (venue per notice; per metadata: Municipal Hall).
• Submission deadline: 07 July 2026 at 12:00; sealed bids in the Moretele Finance Section bid box (4065B Mathibestad).
• Submission method: clearly marked hard copy bids; ensure binding and complete documents.
• Documents to submit: Form of Offer and Acceptance; authority to sign; CSP registration summary; company docs; municipal accounts; COIDA/good standing; MBD declarations; methodology, personnelCVs, equipment proof; pricing schedule.
• Pre-qualifications: CSD, tax clearance, municipal account status; any other pre-qual required in bid data.
• Evaluation: three-stage process—administrative responsiveness, functionality (minimum 60/100), then price and specific goals under the Preferential Procurement Regulations (80/20 or 90/10; specific goals matrix provided in bid data).
• Specific goals: points for HDIs, 51% women, youth ownership, disability, and locality (total 20 points).
