Overview

Appointment of service providers for the design, supply, installation, commissioning and maintenance of solar-powered backup systems at twenty hospital facilities receiving PSA oxygen generating plants cluster 1 (069) and cluster 2 (070). Open to bidders meeting DBSA requirements; candidates should have multi-site design/build capability in solar PV, Battery Energy Storage, grid-forming PCS, EMS, and hospital-operations integration, with adherence to health and safety and NEC-based contract framework. Registration on required pre-qualifications (CSD, CIDB, tax clearance) and BBBEE considerations are mandatory.

Requirements

• Proven capability to design, supply, install, commission and maintain PV, BESS, PCS, EMS across multiple hospital sites (38-month programme with 36-month maintenance).
• Compliance: CSD and CIDB registrations, tax clearance, COIDA and UIF registrations where applicable, and BBBEE certification or sworn affidavit.
• Contract familiarity: NEC3 ECC/TSC Option A experience; returnables and contract data as per Volume 3.
• Technical: experience with solar PV, BESS, PSA oxygen plant interfaces, hospital-grade power resilience, and safety/permitting regimes (PTW, LOTO, RAMS, HIRA/BRA).
• Health & Safety: adherence to DBSA Health & Safety Annexures and baseline risk assessments; submission of H&S plans and site-specific documentation.
• Documentation: complete and submit mandatory tender returnables (e.g., SBD forms, CSD/CIDB proofs, tax, BE/B EE certificates) and authorisation documents (certificate of authority). (Refer to Volume 2 Returnables and Volume 1 Tender Procedures.)
