Overview

Appointment of towing service providers for a 24-month period to Great North Transport (GNT). The RFB seeks a panel of qualified suppliers to recover/tow GNT buses (up to 22 tons) across Limpopo and parts of Mpumalanga, with on-site response within 24 hours, a 2-hour response time, and depot coverage. Requirements

• Tow/recovery capability for a 22-ton bus; winch 17–20 mm; underlift 4–25 t; fixed or rotating booms 16–30 t; low-bed option if needed; SABS homologation and related regulatory compliance; proof of insurance (Public Liability min R3m).
• Operational scope across Limpopo depots and parts of Mpumalanga; 24-hour on-site/at-breakdown service; detailed rate schedules (weekday, after-hours, weekends/holidays) and hourly rates; escalation only after 12 months.
• Compliance: CSD registration; SARS Tax Compliance PIN/TCS (or alternative per tender); compliant with SBDs and full bidding documentation; sign board-resolutions for company authority; English bids; supplier performance SLA post-award.
• Evaluation: 80/20 preference system (price 80, specific goals 20) plus mandatory admin/technical criteria; minimum 75/100 for functionality; evidence of public liability insurance; site/financial and technical references; three referees; capability/capacity demonstrated.
• Specific goals: points for Black ownership, Women, Youth, Disability, SMMEs, and Limpopo location (up to 20 points).

• Briefing: compulsory on 10 July 2026 at 11:00 at GNT Head Office, 130 A Marshall Street, Polokwane (sign-in required).
• Closing: 30 July 2026 at 11:00. Bids must be hand-delivered/couriered to GNT Head Office; also one electronic PDF copy on USB.
• Documents to submit (per attached SBDs): SBD 1 Part A, SBD 3.1 Pricing Schedule, SBD 4 Disclosure, SBD 6.1 Preference Points Claim; company resolution; proof of COF; CSD/SARS tax compliance (PIN/TCS); bids in duplicate with an additional electronic copy; ensure page integrity and include referees.
• Submissions and amendments: use prescribed response format; late bids rejected; amendments must be clearly marked; may require site inspection or clarification.
• Additional: mandatory attendance at briefing; potential pre-award site inspection; GNT may amend conditions or award in part; SLA to govern performance post-award.
