Overview

RFQ for electronic asset verification services to physically verify, reconcile, and report on approximately 33,000 PPE assets for SABS nationwide. Suitable bidders are providers with experience in asset verification, 2D barcode scanning, data capture (Excel-compatible), custodian engagement, and PFMA-compliant asset management. The contract uses a two-track approach (Track 1: physical verification; Track 2: reconciliation) and requires detailed site-specific pricing (per-site) with an optional Track 2. The asset counts and sites (e.g., Groenkloof Pretoria; Cape Town; Groenkloof’s ~23,500 assets) are specified to guide planning.

Requirements

• Project Manager: post-matric qualification in Engineering/Commerce/Finance or related field; at least 3 years’ project management experience on large asset verification projects.
• Team Leaders: post-matric qualification; minimum 2 years’ asset-verification leadership experience.
• Asset Verifiers: matric qualification; proven asset verification experience; proficient in barcode scanning and photographing assets with proper naming; capable of condition assessments for non-technical assets.
• Technical: use of 2D barcode scanning; web-based mobile app; ability to upload/download Excel data; photograph linking to assets; open data formats; SABS admin access for 12 months after completion.
• Deliverables/Targets: Verified Asset Register; Assets Not Found; Found but Not on FAR; Duplicate Barcode Reports; updated Custodian/BU reports; Condition Assessments; Final Reconciliation and Executive Summary; complete project photo folder.
• Compliance/Documentation: CSD registration report; BBBEE certificate or Sworn Affidavit; SBD 4; SBD 6.1; confidentiality agreement; 120-day bid validity (extendable).
