Overview

The SASSETA invites bids from Subject Matter Experts to develop External Integrated Summative Assessment (EISA) instruments, exemplars, and provide EISA exam scripts and marking scripts for the Family Law Occupational Qualification (OC: Family Law Practitioner, 205 credits, NQF 5). Suitable bidders are legal professionals with an LLB or higher, and demonstrable EISA/exemplar development experience, who can deliver eight EISA tools per the qualification blueprint and provide marking/moderation as required (RFQ Document - EISA Development Family Law Oct 26.pdf).

Requirements

• Mandatory qualifications and experience
• LLB or higher in the legal field (SAQA verification if international) plus CV demonstrating 3+ years in the legal field
• One or more signed reference letters on client letterhead confirming completed EISA/FISA/QAS-related work
• Demonstrated capability to develop EISA instruments/tools and marking memoranda for the Family Law qualification
• Conflict of interest restrictions: cannot be a developer and moderator for the same qualification; cannot be an accredited SDTP
• Deliverables: eight (8) unique EISA instruments with marking memoranda; adherence to QAS Addendum; development reports; address moderator feedback
• Administrative/compliance: confidentiality/IP and POPIA compliance; sign a confidentiality agreement; CSD registration number required by closing
• Timeframe: development completed within approximately three weeks (per 1.6.1) and contract through 31 March 2027 (per 1.6.2); SASSETA controls reporting and delivery
• Pricing and procurement rules: complete SBD 3.3; VAT-inclusive pricing; 90-day price validity; travel/disbursement rules if applicable
• Evaluation: 100% functionality score required to proceed; 80/20 price vs. specific goals weighting
