APPOINTMENT OF THE RESEARCH AND DEVELOPMENT PROFESSIONAL SERVICES TO CONDUCT A SOCIO-ECONOMIC IMPACT ASSESSMENT SYSTEM (SEIAS) STUDY FOR THE ADMINISTRATIVE ADJUDICATION OF ROAD TRAFFIC OFFENCES (AARTO) AMENDMENT ACT

Overview

Appointment of Research and Development professional services to conduct a SEIAS study for the AARTO Amendment Act. Bidders with proven R&D, SEIAS and policy-analysis capabilities for large-scale, national-level studies (academic institutions, independent research houses or think tanks) should bid.

Requirements

• Bidders must be registered on the Central Supplier Database (CSD) and have compliant tax status; each party in a JV/consortium must be so registered.
• Complete the compulsory questionnaire indicating area of specialty (Annexure A).
• Attend compulsory briefing sessions and follow SCM rules; questions may be submitted by email up to 48 hours before the deadline.
• Demonstrate technical capability and financial stability; provide abbreviated CVs, qualifications, and references for key team members; evidence of SEIAS experience.
• Sign confidentiality/information-security provisions; RTIA may require a Confidentiality Agreement.
• Comply with 60-day bid validity; adhere to RTIA pricing rules and 80/20 price–preferences with specific goals (proofs for SBD 6.1).

• Documents to submit: completed SBD 6.1 form (SBD 6.1 IN TERMS OF PPR2022), SBD4 disclosure, Annexure A questionnaire, abbreviated CVs, proof of CSD registration and tax compliance, and detailed pricing schedule aligned to milestones.
