Overview

Procurement of a service provider to design, supply, deliver, install, integrate, test, commission, certify and maintain a Fully Integrated Fire Detection and Suppression System (FDSS) for the FALE ATNS Operations Centre and Bluff Radar sites. This opportunity is for fire-detection and fire-suppression system integration in aviation-critical facilities. Suitable bidders include FDSS integrators, fire protection system manufacturers, and providers with aviation/site-operations experience, with explicit requirements on OEM/authorized distributor status and related certifications (Volume 1A).

Requirements

• Design, supply, delivery, installation, integration, testing, commissioning, certification, maintenance and support of the FDSS for FALE and Bluff Radar sites (Volume 1A).
• Mandatory qualifications and compliance:
  • SARS Tax Clearance and Central Supplier Database (CSD) registration; accreditation with OEMs or professional bodies; SBD forms completed (SBD1, SBD3.3, SBD4, SBD6.1) (Volume 1B).
  • Clear bidding structure (OEM or Authorized Distributor/Reseller with OEM authorization letter if distributor) and joint-venture arrangements where applicable (Volume 1A).
  • Protection of Personal Information (POPIA) consent and confidentiality obligations (Volume 1B).
• Pricing and contractual framework:
  • Complete Price Schedule (G1–G6) including VAT, foreign/local currency components, and a 10-year Integrated Logistics Support/Maintenance contract with inflationary considerations (Volume 1C).
  • Service Level Agreement terms, warranties, liability, and risk management (Volume 1B).
• Project delivery specifics:
  • Integrated Logistic Support Plan (ILSP), RAM, environmental and safety requirements, and project management planning (Appendix B; Volume 1A/1B).
  • Acceptance testing with FAT/SAT and final acceptance sequence (definitions in Volume 1A).
• Site logistics and briefings:
  • Two compulsory briefings: online (Oct 19, 2026) and on-site visits (Oct 22–23, 2026) (Volume 1A).
