Overview

Procurement of a service provider to collect recycled paper and e-waste from all Public Protector South Africa offices (16 offices). Bidders should have capabilities in secure paper shredding, waste collection, recycling/e-waste disposal, transport, and issuance of destruction certificates, with compliance to SARS, CSD, BBBEE, and PPP regulations.

Requirements

• Tax compliance: provide SARS PIN/TCS and/or printed TCS certificate; if part of a consortium, each party must provide its own TCS/CSD.
• CSD registration: bidder must be registered on CSD (attach report or provide CSD number).
• BBBEE: submit B-BBEE status level verification certificate or sworn affidavit (EMEs/QSEs) to claim preference points.
• Official forms: sign and submit SBD 1, SBD 4, SBD 6.1; and be prepared to sign SBD 7; provide pricing on SBD 3.1.
• Preference points: provide proof for specific goals (HDI, women, youth, disability) to claim the 20 specific-goal points.
• Contract framework: GCC applies; pricing must be all-inclusive and escalated for 9 years 11 months; per-kilogram destruction pricing; include transport, labor, secure shredding, bundling, and destruction certificate costs.
