Overview

Appointment of a service provider to supply professional municipal account management services relating to water, rates and taxes, and assist with matters related to municipality queries for 36 months. The scope includes verification of municipal accounts (water, rates, electricity, sanitation, refuse, taxes), dispute resolution, rates advisory, meter data analysis, monthly and quarterly reporting, and liaison with municipalities/service providers. Suitable bidders are firms with municipal revenue/accounting experience, finance or public administration expertise, and relevant professional registrations (e.g., SAICA, SAIPA, IMFO, SACPVP) as indicated in the project TOR and staffing requirements (e.g., Municipal Accounts Specialist, Financial Analyst/Accountant).

Requirements

• Qualifications and experience
• Relevant tertiary qualifications in Finance/Accounting/ Municipal Finance/Public Administration or related field; professional body membership (SAICA/SAIPA/IMFO/SACPVP) where applicable; 5+ years in municipal account management; 3–5 similar projects in last 7 years; evidence via references.
• Technical capability
• Demonstrated ability to perform: monthly verification of all municipal accounts, billing disputes resolution, rates/taxes verification, water/electricity billing analysis, meter data validation, advisory services, and monthly/quarterly reporting (as per TOR).
• Compliance and documentation
• SBD 4 and SBD 6.1 submission, recent CSD report, BBBEE certificate or sworn affidavit, tax status check, bank confirmation letter, duly completed SBD forms; bid documents to be submitted via email (RFQ@qcto.org.za) as per advert.
• Preference points and local goals
• Preference points may apply under the 80/20 or 90/10 system; specific goals include BBBEE metrics (Black/Youth/Women ownership) and locality within Gauteng as outlined in SBD 6.1 (Table 1).
