Overview

Procurement of Arnot AGC and Generator Plant RTU Upgrade (18 months) using an NEC 3 engineering/construction contract. Suitable bidders are electrical/instrumentation contractors with CIDB 5EP+ and capability to meet Eskom’s QA, safety, environmental, and local-content requirements, including SBD/PPPFA compliance.

Requirements

• CIDB: Construction Grade 5EP or higher; provide proof by closing or within 21 working days.
• Eligibility: no Eskom/state-owned restricted status or conflicts of interest; joint ventures must state joint liability.
• Contracts/Quality: NEC 3 ECC; evidence of ISO 9001-based QMS or equivalent; appropriate Quality Control Plan; Health and Safety (OH&S Act 85/1993) and ISO 45001; Environmental (ISO 14001) compliance.
• Documentation: complete Annexures A–J, SBD 1, SBD 6.1, SBD 4; CIDB proof; CIDB-related timing as specified.
• Local content/SDL&I: Local procurement content targeted at 100%; SDL&I plans; B-BBEE compliance with improvement plan within 30 days of signing.
• Subcontracting: minimum 5% of contract value to designated groups; subcontracting agreements/contracts or letters of intent.
• Tax/CSD: CSD registration proof; SARS tax clearance where required; local/tax-compliance documentation.
• Pricing: pricing schedule must be in PDF with a copy in Excel; no zip files; no hard copies.

• Clarification/briefing: 01 June 2026, 10:30–12:00, via MS Teams (Teams link in tender data); site briefing at Arnot Power Station address (as per metadata) may apply.
• Submission: electronically via Eskom E-tendering site; upload PDFs (pricing in PDF + Excel); no ZIPs; ensure tender status is complete.
• Returnables: mandatory Annexures A–J, SBD forms, CIDB proof, tax, CSD, and QA/OSH/SDL&I documents; some returnables due at closing; others by contract award.
• Documents: obtain from the tender documents set (Tender documents (21 files).zip) and the Invitation to Tender Generator Plant RTU Upgrade (document filename shown in the attached ITT).
• Pre-qualification: ensure CIDB, CSD, tax, B-BBEE and safety requirements are met before submission.
