Overview

Procurement of earth moving plant on an as-and-when basis for 24 months. PRASA invites bids from plant-hire providers with a fleet capable of Wheel Front End Loader (CAT 950+ 1.5 m3), Bulldozer (CAT D7+), Backhoe Loader/TLB (CAT 428 1.7 m3), Excavator (CAT 330+), and Tipper (min 8 m3). Bidders must demonstrate plant ownership or bank support, and meet tax/compliance requirements (SARS PIN, CSD, COIDA) and submit the required returnable documents.

Requirements

• Capacity to supply listed earth-moving plant with proof of ownership or bank confirmation.
• Minimum five reference letters for similar projects in the last 10 years (with signatures and stamps).
• Tax/compliance: SARS PIN, Tax Compliance Status, CSD number (or alternative compliance path), COIDA Good Standing.
• Completion of ALL RFP documents (declarations) and Briefing Session Attendance Form D.
• Possible sub-contracting arrangements require leading-party clarity and approved agreements.
• Price must be fixed in ZAR; compliance with PPPFA and evaluation framework (80 points for price, 20 for specific goals).
• Returnable documents must be submitted as specified; non-submission may disqualify.

How to Apply

• Submission deadline: 07 September 2026 at 12:00. Briefing is mandatory on 01 September 2026 at 10:00. Briefing venue: listed as 12 Liesbeeck Parkway (with additional address note Off Malta Road, Saltriver, 7924).
• Submission method: Deposit bids in the PRASA Bid Box at Adderley Street, MetRail Supply Chain Management, 6th Floor, Room 622B, Cape Town (sealed envelope). See attached RFQ for exact packaging (10373551.pdf).
• Documents to submit (at minimum): Official bid response forms, SARS PIN or CSD number, COIDA Letter of Good Standing, completed RFP declarations, Briefing Session Form D, any JV/Partnering/Subcontracting agreements, and Pricing Schedule (as per the RFQ).
• Registrations/pre-qualifications: SARS PIN; CSD registration (or proof if using foreign/alternative path); ensure compliance with tax, and provide proof of COIDA and other mandatory documents.
• Briefing session: Compulsory; provide attendance details as part of Returnable Documents.
