Overview

PRASA seeks to appoint a service provider to conduct Background Screening Candidates Vetting on an “As and When” basis for 36 months. The scope covers criminal record checks, academic qualification verification (matric and tertiary), SAQA verification, financial credit checks where required, citizenship/ID verification, driver’s license verification, professional association membership verification, and employment history. The work is centered in Johannesburg, and the supplier must be registered with the National Credit Bureau and able to provide timely online feedback on reports. A fixed-price contract is anticipated, with a 60‑day validity period for bids.

Requirements

• Valid accreditation for SAQA verification and a sample verification report covering all listed checks.
• Three contactable reference letters demonstrating completed background verifications.
• National Credit Bureau certificate/verification.
• Tax compliance: SARS PIN and/or a printed Tax Compliance Status (TCS) certificate; separate TCS for each consortium/partner.
• CSD registration number; bidders must be registered on the Central Supplier Database.
• B-BBEE: evidence of contributor status (e.g., B-BBEE level 1 or 2).
• Service region: able to service Johannesburg (PRASA Group Capital-HCM scope).
• Timeframes for verifications: 2–5 days (local), 3–9 days (Africa/international) for certain checks; 2–15 days for final credential verification.
• 36-month contract duration; contract terms subject to PRASA General Conditions of Purchase.
• Mandatory documentation (SBD forms, pricing schedule) and compliance with PFMA/ PSC requirements.
