BEY-SCM-642: AIRDAC SNEClosed

The DR Beyers Naudé Local Municipality invites quotations for the supply and delivery of AIRDAC SNE (house service connecting cable and accessories) from registered suppliers. Bidders should be electrical-cable vendors with CSD registration, SARS tax clearance, a current municipal (rates & services) clearance, and must complete the Declaration of Interest and BBBEE documentation, and comply with the GCC and any Special Conditions of Contract.

How to apply: Submit by the stated deadline in sealed envelopes to the municipal tender box (Robert Sobukwe Building), Graaff-Reinet. Documents must be delivered no later than 12:00 on 22 October 2026 (refer BEY-SCM-642-AIRDAC-SNE.pdf); however metadata shows a 10:00 deadline. No fax/email submissions accepted. The tender will be evaluated on an 80/20 (price to specific goals) basis, with up to 20 points for specific goals and 80 for price; bidders must provide proof for specific goals.

Documents to submit (as applicable): pricing schedule (MBD 3.1), declaration of interest (MBD 4), BBBEE confirmation (MBD 6.1), local content declaration (MBD 6.2), and related certifications (MBD 8/9 as applicable). Ensure local content compliance for electrical cables (stated threshold 90% per SATS 1286:2011) and declare the imported content if any.

Key requirements: be registered on the Central Supplier Database (CSD); provide SARS Tax Clearance; provide a current Municipal rates & services clearance; complete and submit the Declaration of Interest and BBBEE documentation; comply with GCC and any Special Conditions of Contract; price must include VAT and delivery to Municipal Stores Graaff-Reinet; provide BBBEE certificate to claim preference points; and be prepared to substantiate claims for specific goals and local content. Billing and evaluation will consider the 80/20 or 90/10 preference system as determined, with Table 1 detailing BBBEE status and provincial location scoring. Local content declarations and SARB exchange-rate calculations apply for designated local-content thresholds (Electrical Cables: 90%).
