Overview

BI-ENNUAL CONTRACT FOR THE EXTERNAL HIRE OF VEHICLES & MACHINERY to hire a fleet of roadworthy vehicles and machinery (with drivers/operators where applicable) for Sol Plaatje Municipality over 24 months. Suitable for contractors with a plant-hire fleet that includes heavy earthmoving equipment, service vehicles, and related support, capable of delivering within the Sol Plaatje municipal area. See scope and equipment list in the attached INF/TEH01/2026 documents.

Requirements

• 24-month contract; option to extend per Special Conditions; availability of items for inspection post-bid.
• Bid documents must include MBD1, MBD3.1 (Pricing Schedule), MBD3.2 (Price Adjustments), MBD4, MBD6.1, MBD6.2 (if applicable), MBD8, MBD9 and listing criteria; two envelopes (original and duplicate) as per (INF/TEH01/2026).
• Central Suppliers Database (CSD) registration and SARS Tax Compliance (TCS PIN); current municipal account or valid lease; proof of ownership/lease for vehicles; BBBEE status.
• Special Conditions: vehicle/machinery must be based in Sol Plaatje area; safety file with COP and Mine Health & Safety compliance; annual load tests for certain cranes and cherry-pickers; delivery to sites as required.
• Pricing must cover VAT and delivery; prices may be firm or subject to escalation per MBD3.2 (see (INF/TEH01/2026)); tender validity 120 days.
• Specific Locality Goals under PPPFA (80/20 or 90/10 system) for points: local offices in SPM, Francis Baard District, Northern Cape, RSA (Table of Specific Goals in MBD6.1).
• Compliance checks: no service of state conflicts; declaration of interests; independent bid determination; and past SCM practices.

How to Apply

• Submission deadline: 22 June 2026, 10:00. Submit to the Municipal Stores Complex, Abattoir Road, Kimberley (SCM Bid Box). Late submissions not accepted; no fax/email bids.
• Documents to submit (at minimum): MBD1, MBD3.1, MBD3.2, MBD4, MBD6.1, MBD6.2 (if applicable), MBD8, MBD9; CSD report; BBBEE certificate; Municipal account or lease; Tax Compliance PIN; JV agreements if applicable (two witnesses). Attach listing criteria and CSD.
• Availability and procurement details: bid documents are free via etenders/solplaatje websites; full set from SCU at R500 (non-refundable) (INF/TEH01/2026).
• Briefing/clarifications: Compulsory briefing session details are listed as N/A in the document; questions should follow the standard tender process (check INF/TEH01/2026).
