Procurement of Strategic Partners for Engineering Services to support City Power Johannesburg across four streams: Infrastructure Planning and System Design, Master Planning, Alternative Energy Solutions, and Project Management. Ideal bidders are engineering consultancies or professional service firms with capabilities in electrical infrastructure design, energy projects, and program delivery. Key qualifications include B-BBEE, CIDB registration, and relevant tax/compliance requirements.

Requirements

• Returnable documents and compliance (as listed in the bid documents).
• Valid B-BBEE certificate or sworn affidavit (consolidated B-BBEE for JV/consortia) and ID copies of owners (not older than 3 months).
• Tax compliance: SARS PIN/TCS certificate; CSD registration if applicable.
• Municipal rates and SHERQ compliance; financial statements for the past three years.
• CIDB standard tender conditions and evaluation criteria; declaration of interest and Independent Bid Determination.
• Preference points: black ownership (≥51%), black women (≥30%), black youth (≥51%), black people with disabilities (≥51%), and B-BBEE status level 1–4 (specific goals table).
• Eligibility and screening criteria (no state service involvement; conflicts of interest; etc.).
• Participation in the evaluation process (three streams have defined capacity and appointment caps).
