BID - 2654GS - Supply, Installation, Commissioning And Integration of ISS Printer, Ribbons, Hologram and Access Cards

Overview

Procurement of an ISS printer solution including printers, ribbons, hologram overlays and access cards, plus installation, commissioning and integration services for City Power Johannesburg. Bidders should have expertise in security printing, access-control card systems and system integration, and must meet BBBEE and security-licensing requirements (e.g., PSIRA).

Requirements

• PSIRA registration for bidders.
• Tax compliance: valid Tax Clearance Certificate or SARS PIN; where applicable, TCS PIN.
• Central Supplier Database (CSD) registration; if not, provide CSD number.
• Returnable documents: MBD 1, 3.1, 3.2, 4, 5, 6.1, 6.2, 7.1, 8, 9; certified BBBEE certificate or sworn affidavit (joint ventures require consolidated certificate); financial statements (last 3 years); municipal rates/taxes current; SHERQ regulations; CSD report; memory-stick copy of soft documents.
• BBBEE: 51% black ownership yields 5 points; <51% yields 0; provide valid BBBEE certificate or sworn affidavit; JV/consortium requires consolidated certificate.
• Bill of Quantities must be fully completed (mandatory).
• Bidder must not be in arrears on municipal accounts beyond 90 days (or as stated).
• CIDB conditions apply; 80% functionality threshold; price evaluated on 80/20 with BBBEE considerations.
• Documentation required for evaluation and contract incorporation as listed in the tender (see attached documents).

How to Apply

• Submission deadline: 12 November 2026 at 11:00, to City Power’s Tender Advice Centre at 40 Heronmere Road, Reuven,Booysens 2016. Late bids not accepted; no email/fax submissions.
• Submission method: Hard-copy bid in the official bid box; single envelope (no two-envelope system) with original plus two copies and a Memory Stick (as specified) (see F2.13).
• Documents to complete/submit: complete Bill of Quantities; PSIRA registration; MBD forms 1, 3.1, 3.2, 4, 5, 6.1, 6.2, 7.1, 8, 9; BBBEE certificate or sworn affidavit; Tax clearance; CSD report; financial statements; central supplier database details; memory stick with soft copies.
• Pre-qualifications: Tax status, CSD registration, no tender-defaulter listing; PSIRA registration.
