Overview

Supply and delivery of signage and cones to Ingquza Hill Local Municipality (Open Tender). Bidders should be capable suppliers of steel signage and portable traffic cones, able to meet the technical specs and the SCM/local-content requirements and submit a responsive bid. Closing: 23 October 2026 (12:00). Tender document is downloadable from ihlm.gov.za. Submission is by hand into the municipal tender box in Flagstaff.

Requirements

• Valid CSD registration proof and Tax Compliance requirements (TCC/PIN) or SARS eFiling alternative.
• Completed and signed MBD documents (MBD1-9) and Annex C; Local Content declarations (Annex B/C/D/E) per SATS 1286:2011.
• Local content is specified; 100% local content where applicable.
• Proof of no undisputed municipal accounts overdue by more than 30 days.
• Compliance with SCM policies and bid rules; original bid documents only (no fax/email submissions).
• Tender includes a firm-priced pricing schedule and adherence to the signage/cone specifications (see below).
• If applicable, foreign bidders must answer the pre-award tax questions and may need CSD respectively.
• Site meetings, if compulsory, will be noted in adverts.

How to Apply

• Submission: Deliver a sealed envelope by hand to 135 Main Street, Flagstaff, 4810, reflecting IHLM/66/2026-27/COMM by 12:00 on 23 October 2026.

Signage and Cone Specifications (per pricing document)

• Grass-cutting signs: steel, 900mm x 600mm x 1500mm; yellow background; bold black lettering; triangle style; portable; ready for area installation.
• Beach safety signs: 450mm x 300mm; white background; include two installation poles; red bold lettering.
• Cones: 1000mm; reflective tape; stable base; dayglo orange; durable and washable; 30 cones specified.
• Pricing must be firm and inclusive of all taxes and delivery to the prescribed destination.
• Evaluation: 80/20 or 90/10 preference system will apply; 20 points for specific goals (e.g., ownership by black youth 6, ownership by black women 6, black people living with disability 2, other black ownership 6).
