Overview

Ntabankulu Local Municipality invites bids for a Framework Contract for an Electrical Contractor to Plan, Design, Construct and Close Out Ntabankulu Municipality Electrification Programme for a period of 24 months. Target bidders are electrical contractors with a CIDB grading of 6 EP or higher, plus qualified engineers or technologists registered with ECSA, and proven rural electrification experience. The process uses an 80/20 evaluation with a 70-point functionality threshold, includes a mandatory briefing, and requires CIDB/COIDA/PI insurances, among other pre-qualifications. Closing is 30 September 2026; submission in the official bid box at Erf 85 Main Street, Ntabankulu. Requirements

• CIDB grading: 6 EP or higher.
• A full-time employee who is an electrical engineer/technologist registered with ECSA.
• Proof of good standing with COIDA.
• Professional indemnity insurance of at least R 3,000,000.
• CIDB registration proof for the required grading.
• At least three client references for electrification projects (planning, design, construction management to close-out) with min value R 5 million in the last five years.
• Tax clearance (SARS) and Central Supplier Database (CSD) registration.
• Compliance with the 80/20 evaluation: Price (80) and Specific Goals (20); include BBEE and locality-related documentation.
• Attendance at compulsory clarification briefing; a full-time staff member must sign the attendance.
• No conflicts of interest, not in service of the state, and adherence to SCM rules (MBD forms, declarations, etc.).

How to Apply

• Submission deadline: 30 September 2026 at 12:00; bids deposited in the official bid box at Ntabankulu, Erf 85 Main Street (Bids will be opened publicly after closing).
• Tender documents: fully completed bid document and all relevant MBD forms (1–9) attached to the bid document; signed after the advert date (see Returnable Documents).
• Documents to submit (selected):
  • Full CSD report (not older than 3 months) and CIDB registration;
  • Proof of ECSA-registered electrical engineer/technologist;
  • COIDA good standing;
  • Professional indemnity insurance (min R3m);
  • Three client references for rural electrification (min R5m each) with relevant project details;
  • Tax clearance certificate;
  • MBD 1, 3.1 (pricing), 4–9 as applicable;
  • Compulsory declaration, enterprise questionnaire, and BBBEE documentation;
  • If applicable, joint venture agreements and CIDB joint venture grading calculator results (see Tender Data).
