The procurement is for the provision of Value Added Tax (VAT) consulting services to Magareng Local Municipality for 36 months. Bidders should have extensive municipal/public sector VAT consulting experience, demonstrable Solar Financial System knowledge, and formal tax practitioner qualifications to provide ongoing VAT support, SARS audit readiness, AFS disclosures, and structured skills transfer to Finance/Creditors staff.

Requirements

• Minimum 10 years' VAT consulting/advisory experience with municipalities/public sector (with five client references).
• Demonstrable Solar Financial System knowledge, evidenced by five client references.
• Four proposed personnel with more than 10 years' experience; CVs and qualifications of those individuals.
• Portfolio of Evidence / Track Record: signed reference letters and five contactable references for past VAT work.
• Valid SARS Tax Practitioner status or tax PIN and membership of a recognized professional body (e.g., SAIT, SAICA, SAIPA, CIMA) with proof for five members.
• Clear methodology, work plan and skills transfer approach; include 10 signed training assessments from a qualified trainer.
• Functionality threshold: bidders must score at least 80/100 to progress to price evaluation; the tender uses an 80/20 (or 90/10 per Regulations) preference framework.
