Overview

Capricorn District Municipality invites training service providers to register on the CDM Data Base to establish a panel of accredited providers to design, deliver and manage capacity-building and skills development programmes for municipal employees and councillors. Bidders should be SETA/QCTO-accredited for the SAQA qualifications listed in Table 5.1 and prepared to operate under an 80/20 evaluation with 24-month project duration and compulsory briefing.

Requirements

• Valid SETA/QCTO accreditation for the SAQA qualifications listed (Table 5.1) with copies of accreditation evidence.
• Bid for one or more of the 25 SAQA qualifications; indicate qualifications to bid for in Table 5.1 (mark with an X).
• Submit a pricing schedule; ensure all costs are included; project duration is 24 months; bid evaluated on Quality Based Selection (QBS).
• Tax compliance: SARS PIN/TCS status; if JV, separate TCS/CSD per party; provide CSD number if no TCS.
• Central Supplier Database registration or equivalent proof; bids from state employees prohibited.
• Attend compulsory site briefing on 22 September 2026 (Polokwane) and ensure bids are submitted on time in sealed envelopes.
• Complete and submit all official bid forms (e.g., MBD forms) and pricing schedules; no email/fax submissions; attach required documentation as specified in the tender package.
• Demonstrate accreditation and capacity to deliver training, assessments, moderation, and reporting per Table 5.1 requirements; attach accreditation certificates.

• Submission method: bids must be deposited in the official bid box at Capricorn District Municipality, 41 Biccard Street, Polokwane, in a sealed envelope marked with bid number and description (no online submission).

• Registrations/pre-qualifications: Tax Compliance Status or SARS PIN; CSD number if no TCS; proof of municipal rates where applicable; CIDB only if construction. Ensure all pages are initialed and JV agreements are provided if applicable.
