Requirements

• CIDB registration where construction elements are involved; compliance with tax and CSD requirements; bidders must be tax compliant and registered on the Central Supplier Database (CSD).
• Adherence to the 80/20 preferential procurement framework; minimum B-BBEE considerations and ownership criteria as indicated in the bid notices.
• Proof of municipal rates/taxes or lease/authority evidence for company and directors; joint ventures require documentation per party.
• Attended compulsory site briefing; completion and submission of all tender forms (Form A, B, C, MBDs, etc.) with pages initialled; CIDB grading for construction where applicable; JV agreements if applicable.
• Compliance with bid evaluation criteria including financial capacity and track record for similar projects.

• Briefing session: compulsory on 21 September 2026 at 10:00 at Capricorn District Municipality, Function Room, 41 Biccard Street, Polokwane (site briefing details in attached notices) (see BID NOTICE.pdf).
• Documents to obtain: Bid documents available for non-refundable fee at Capricorn District Municipality offices or free via the website/etenders portal (see BID NOTICE.pdf).
• Submission deadline: 15 October 2026 at 11:00; bids deposited in the Bid Box at 41 Biccard Street, Polokwane, in a sealed envelope clearly marked with bid number/description (see TENDER DOCUMENT TOWNSHIP ESTABISHMENT.pdf).
• Submission method: hand/courier delivery to the Bid Box; no electronic submissions.
• Registrations/pre-qualifications: CIDB (construction if applicable), tax compliance (PIN/TCS), and CSD registration; ensure forms MBD 4, Form A–C, and other annexures are completed; JV requirements if applicable (see attached documents).
