Overview

Procurement of a Fourier Transform Infrared (FTIR) spectrophotometer, including delivery, installation, commissioning, training, after-sales support and maintenance for Necsa’s Fluorine Chemistry Group in Applied Chemistry, R&I. Eligible bidders are manufacturers or distributors of FTIR systems capable of supplying all specified accessories (diamond ATR, heated transmission accessory), a data workstation, software installation, and providing on-site training and local maintenance support (see Annex/Section 2 of the Invitation to Bid FIN-SCM-TEN-0251).

Key specs include ZnSe optics, spectral range 500–6000 cm-1, dry nitrogen purge, live-spectrum display, and standard 12-month warranty.

Requirements

• Compliance with the Preferential Procurement Policy Framework Act and Regulations; adherence to GCC and any special conditions.
• Technical capability to meet detailed FTIR specs and deliver training, installation and maintenance.
• Required registrations and pre-qualifications: SARS Tax Compliance PIN, CSD number if no TCS PIN, and B-BBEE status (certificate or sworn affidavit).
• Proof of capacity to access Necsa site (access restrictions to a radiological area; security/identity checks; pre-employment screening for installation/training staff).
• Documentation on bidding compliance: official forms (SBD 1, SBD 3.3, SBD 6.1, SBD 7.1) and Pricing Schedule; adherence to submission format.
• Preference points may be claimed under 80/20 or 90/10 systems; provide supporting evidence for specific goals (BBBEE, etc.).
