BUFFELSDRAAI LANDFILL GAS COLLECTION SYSTEM

Overview

Procurement of Buffelsdraai Landfill Gas Collection System construction works (46 450 mm HDPE gas pipeline installation, trenching, tie-ins to existing gas infrastructure and site reinstatement) for the eThekwini Municipality; eligibility is limited to CIDB CE3 or higher contractors who are registered on the National Treasury Central Supplier Database (CSD) and the eThekwini Municipality Supplier Portal. Requirements

• CIDB: CE3 (or higher) contractor designation and active status at tender closing; JV rules apply (lead partner not lower than one level below required, combined rating meets threshold).
• Registrations: active CSD registration and eThekwini Supplier Portal registration.
• Tax: SARS Tax Compliance Status PIN; Tax clearance if applicable.
• Returnable documents: CSD Registration Report (per JV if any), CIDB Registration/Status, MBD4/5/6.2/8/9 where applicable, and B-BBEE Status certificate.
• Additional: Compulsory Clarification Meeting attendance; ensure CIDB printouts and all certificates are valid at closing; price-vs-quality evaluation includes 80/20 price preference, and functionality minimum (60 points) as per Part T1.2.3.
• Submission format: hard-copy tender submission to the Durban Municipal Building tender box plus electronic submission via the JDE ESP module; hard copy governs if discrepancies arise.
