Overview

The IDC invites proposals from service providers to maintain the IDC’s Building Management System (BMS). The scope covers ongoing BMS maintenance, performance monitoring, and supplier management for a large installed base (EC-BOS 8000, ECB-650/ECX-400/ECX-420, ECB-600, ECB-650 extensions, ECLYPSE S1000, Danfoss CU controllers, etc.), with reference to Annexure C showing 34 ECB-650 controllers and related equipment. Bidders should have proven BMS maintenance capability, including experience with Distech ECB/EC-BOS platforms, BACnet/Modbus networks, and extensive AHU/VAV/control systems. The contract contemplates a Service Level Agreement, scorecard reporting, and enterprise/supplier development considerations.

Requirements

• Proven experience maintaining large-scale BMS installations (including Distech ECB-650/ECB-600 EC-BOS 8000 and related devices).
• Ability to sign a Service Level Agreement and provide a product/service scorecard to demonstrate ongoing performance measurement.
• Bidder must be tax compliant (SARS) and provide confirmation as part of the tender response; include required board-authorisation if a company.
• Documentation in English; complete the required Annexures (1–8) and returnable schedules; submit the cost proposal per Section 3.
• Willingness to undergo IDC background checks (FICA) and satisfy IDC’s rights to verify information.
• Pre-qualification/SDP considerations include Enterprise and Supplier Development provisions; BEE commitments (Annexure 6).
• Submission to IDC’s electronic tender inbox via the specified SharePoint/tender link; adhere to file-format and size guidelines (50 MB limit).
• Enquiries and clarifications must be directed to the Procurement Specialist within the stated window (see Annexures, and the RFP document).
• IDC reserves rights to amendments, site visits, and to select a vendor based on functional and financial merit (not necessarily the lowest bid).

How to Apply

• Submission deadline: 6 July 2026 at 11:00. Submit electronically to the dedicated IDC tender inbox (SharePoint link listed in the RFP).
• Briefing/site visit: Non-compulsory site visit on 30 June 2026 at 12:00 at IDC Head Office, 19 Fredman Drive, Sandton.
• Documents to submit: Complete Annexures 1–8, Tax Compliance (Annexure 3), and the Cost Proposal (Section 3); include SARS tax clearance and board resolutions if applicable.
• Pre-qualifications: Ensure tax compliance; provide SBD/other required forms as per Annexures; adhere to BEE commitments (Annexure 6).
