• Submit a comprehensive financial feasibility model (editable MS-Excel, 20-year cashflows) linked to the land price offer, including capital costs, revenues, operating costs, and funding.
• Provide evidence of an integrated mixed-use development with significant residential components (e.g., 500–1000+ units) and a clear conceptual framework, massing, and urban design guidelines.
• Include a range of residential typologies, value to residents, and long-term sustainability considerations.
