Overview

This tender calls for a panel of service providers to supply and deliver refuse bags to Msunduzi Municipality for a three-year period. It targets bag manufacturers/suppliers capable of HDPE refuse bags (black and clear), meeting specified dimensions and markings, and able to supply to Msunduzi stores. Up to three providers may be appointed to the panel.

Requirements

• HDPE bags, 30 micron, min 25 g per bag; lay-flat 910 mm (length) and 760 mm (width); bags must open by hand and be free of defects; seals withstand 20 kg tensile load for 10 minutes; black and clear variants must include “MSUNDUZI MUNICIPALITY” and “NOT FOR SALE”.
• Printing and labeling as specified; delivery to Msunduzi Municipal Stores, 2 Abattoir Road, Pietermaritzburg.
• Prices must be VAT-inclusive; price per 500-batch for black and clear; escalation may apply via CPIX.
• Pre-qualification: CSD registration and Unique Registration Reference Number; SARS Tax Compliance Status Pin; VAT registration status if applicable; may require Annexures B–H and related MBD forms.
• Compliance with OHS, COID, LRA, BCEA, VAT, and other applicable laws; proof via Data Sheets and Certificates; signed SLA if awarded.
• Sample submission (3 bags of each type) for Stage 1 evaluation; samples assessed for dimensions, thickness (min 30 microns), and seal integrity.
• Delivery obligations: delivery within 7 days of the Purchase Order; penalties for late delivery (R1,000 per day).
• Panel awards: minimum 1, maximum 3 providers; post-award quality control and testing possible.
• Optional: service-level agreement and governance via Msunduzi SCM policy; preferential procurement points (80/20).
