CBTI02-26 FOR THE PROVISION OF SECURITY SERVICES FOR TELONE SITES

Overview

The tender is for the provision of security services to TelOne sites across Zimbabwe for a 3-year contract. It is an open procurement targeting security service providers with appropriate licensing, track record, and capacity to cover TelOne’s sites across six lots (Harare North/South, Bulawayo, Matabeleland, Masvingo/Midlands, Mashonaland/Manicaland). Requirements

• Eligibility: legal capacity to contract; not insolvent or in winding up; tax and social security obligations fulfilled; no conflicts of interest; not debarred from public procurement.
• Mandatory documents: Current Tax Clearance; CR6 or CR14 showing directors; Certificate of Incorporation; VAT certificate; Ministry of Home Affairs registration; comprehensive company profile; at least three client reference letters; completed Bid Submission Sheet; signed Bid Securing Declaration; validity period (60 days); etc.
• Operational and security capability: compliant guard monitoring systems; adequate personnel resources (uniforms and arms); minimum vehicle and firearms documentation; at least 5 years security industry experience; availability of dogs/dog training facilities where required; insurance cover of USD 50,000 for the contract.
• Lot restrictions: tender is divided into six lots; bidder may bid on up to two lots.
• Financial: bids priced in USD (45% USD and 55% ZWG, or as government regulations allow); lowest evaluated bid winning subject to compliance and evaluation.

• Evaluation: preliminary compliance checks on mandatory documents; then technical evaluation against the Statement of Requirements; financial evaluation to determine lowest compliant bid; up to six lots with a two-lot limit per bidder.
