Overview

CENTLEC seeks proposals and bids from registered electrical consulting engineers for the design, turnkey project management, specification, manufacturing, supply, installation, testing, commissioning and handover of three 33/11kV 10MVA transformers, including civil and electrical works, upgrading of the associated 11kV infrastructure, and related protection, QA, communication, SCADA, metering, alarm and security systems for Botshabelo Substation T and W Distribution Centres, over a 36-month period. The call is open to electrical consulting engineers with their professional teams and relevant experience in substations and transformer projects, including protection, QA, SCADA, and security integrations.

Requirements

• Registered electrical consulting engineers with applicable professional teams (per project scope).
• Demonstrated capability in design and turnkey project management for transformer substations and related infrastructure.
• Compliance with health, safety and environmental standards, including:
  • OHS Act, Construction Regulations, and associated requirements (see Annexure A - CONTENTS OF HEALTH AND SAFETY FILE 2026-27.pdf).
  • Health and Safety Management Plan, Letter of Good Standing, MSDS, and industry-specific certifications (as applicable).
  • Risk assessments, SWPs and method statements, fall protection, waste management, and site-specific plans.
  • Appointment of required safety personnel (e.g., Safety Officer, Construction Supervisor, First Aider, etc.).
• Proof of registration/accreditation in relevant disciplines and ability to meet contractor security and access-control requirements (NKP compliance, access control, confidentiality, etc.) as detailed in CENTLEC’s safety/SECURITY documentation (Annexure A).
• Ability to deliver within the contract period and provide related protection, monitoring, SCADA, and security surveillance integration.
