Overview

Procurement of a Centralized OT Configuration Management System for NTCSA. Open-tender seeking an on-premises configuration management solution to manage NTCSA OT configurations across multiple network elements, with a hot-standby architecture, real-time replication, and scalable storage. Suitable for bidders with OT/IT integration capabilities, OT security expertise, and experience delivering large public-sector NEC3/ECC3 projects. The system must integrate with NTCSA OT devices (Appendix A) and operate in a largely on-premises environment (Figure 9). Compliance with ISO 9001 and related information security standards is implied by references in the specification.

Requirements

• On-premises deployment with active hot-standby redundancy, real-time data replication, and extendable storage; scalable to future devices (3.1.2, 3.1.3, 3.1.4).
• Interoperability with NTCSA device classes and existing configuration methods across DC, metering, telecoms, protection, telecontrol, etc. (3.1.1).
• Compliance with listed standards and references (ISO 9001 and OT/IT security references) and adherence to deployment/testing/maintenance requirements (2.2; 3.4).
• NEC3 ECC3 contract framework with detailed Works Information, FAT/SAT, deployment, training, and maintenance obligations (NEC.zip).
• Tender conditions: CIDB proof of grading, local content, CPA/PPPFA requirements, SBD forms, and returnable documents; JV requirements if applicable (Commercial Folder.zip).
• Security, IT/OT remote access, DMZ, and related information security controls (as per references in the specification and cross-referenced documents) (2.2, 12–14).
• Returnables due at tender closing include full compliance, Authorisation, Integrity, SBDs, CIDB proof, tax clearance, pricing schedules, and JV documents as applicable (559-235050781 Rev 3).
