Overview

Procurement of Change Management and Organizational Culture Consultancy services to develop an Organizational Culture Framework and a Change Management Framework (including external stakeholder engagement) for the Railway Safety Regulator. Bidders should be experienced in large-scale organizational culture and change programmes, preferably in regulatory or public-sector contexts, with ability to deliver frameworks, implementation plans, and measurement tools (ADKAR-aligned, internal and external change). The project expects data-driven insights, stakeholder engagement, and post-implementation support.

Requirements

• Demonstrated experience in developing organizational culture frameworks and change management plans for large/complex organisations (regulatory/public sector context preferred).
• Ability to deliver a comprehensive Organizational Culture Framework, Change Management Framework, implementation roadmap, monitoring, and evaluation tools.
• Stakeholder mapping, external stakeholder engagement, and industry-facing change strategies.
• Evidence of leadership/change enablement approaches and measurable adoption outcomes.
• Administrative/compliance requirements: National Treasury CSD registration, VAT-inclusive comprehensive quotation, tax PIN and tax clearance, completed SBD forms, BBBEE certificate or sworn affidavit, CIPC company docs, ID copies for owners, and relevant registrations (SASSA, NCPPDSA where applicable) as per SBD4 and RFQ docs. • Submission method: Email responses as per RFQ; use MS Teams briefing for questions.
• Documents to submit: Comprehensive quotation (VAT inclusive), completed SBD forms (SBD6.1), proof of BBBEE, CSD report, tax clearance, CIPC docs, IDs, and any other documents listed in Administrative/Compliance Requirements.
• Pre-qualifications/registrations: National Treasury CSD registration, tax clearance, BBBEE certificate or sworn affidavit, CIPC registration, SASSA/NCPPDSA where applicable.
• Briefing: Non-mandatory briefing via MS Teams on 12 June 2026 at 11:00; confirmation of attendance by emailing fumanim@rsr.org.za by 11 June 2026.
• Bid documents: Available to bidders via the RFQ (GCC.pdf and RFQ document) and standard SBD forms included with the package. (See RFQ document for exact deliverables and formats.)

Notes: The RFQ references an 80/20 or 90/10 evaluation approach depending on value, with specific-goals points (PPPFA). Minimum 70 points required to progress to price/goal evaluation. (SBD6.1 and RFQ content.)
