Overview

Cleaning service for the Market Theatre Foundation (MTF) for a period of 3 years. The contract covers cleaning across multiple MTF sites (Theatre complex including Kippies; Market Square; Windybrow Arts Centre; FNB Building; parking; store). Bidders should be SA-based facilities cleaners with demonstrated experience, able to provide staffing, consumables and equipment, and to meet MTF’s compliance requirements (tax clearance, COIDA, CSD, B-BBEE, etc.).

Requirements

• Minimum three verifiable references for similar cleaning services in the last 5 years.
• Proposed staff: CVs and SA ID copies for cleaners; an organogram and project team details; background checks for staff.
• Compliance with contractual terms: SLA, notice of amendments, and confidentiality.
• Required registrations and pre-qualifications: Tax clearance PIN (SARS), COIDA, CSD registration, original tax clearance certificate, SBD forms (1,2,3,4,6.1,7.2,8,9), B-BBEE verification, and proof of CSD status.
• Wage and local content: compliance with minimum wages per government gazette; no disqualified bids for underpayment.
• Pricing: firm, VAT inclusive; pricing valid for 90 days; prices to include all costs with no post-bid adjustments; escalation allowed for years 2 and 3 as specified in pricing schedule.
• Other: capability to supply all cleaning consumables and equipment; 24-hour response for defective equipment; SLA to be signed; bid submissions must be in printed form (no email submissions).

How to Apply

• Briefing: compulsory 27 August 2026 at 11:00, Market Square Building, 138 Lillian Ngoyi Street, Newtown (see CLEANING PROPOSAL 2026.pdf).
• Submissions: deliver a sealed, printed bid to the Tender Box at 138 Lillian Ngoyi Street by 14 September 2026 at 12:00 (references: MTF 13/2026-2027; Annexure A – SBD1).
• Documents to submit (in addition to core bid): SBD1, SBD2, SBD3, SBD4, SBD6.1, SBD7.2, SBD8, SBD9, Annexure I (CSD), pricing schedule (Annexure J / SBD3.1), tax clearance, B-BBEE status, COIDA.
• Submission method: printed bid in a sealed envelope; bid pricing must be provided in the SBD3.1 format; labelled as Bid Number MTF 13/2026-2027.

• Notes: Responses become MTF property; 30-day payment after invoice; 3-year contract with potential staff adjustments; the evaluation includes functionality scoring (minimum 80) and 80/20 (price vs. specific goals) preferences.
