Overview

Upgrading of Blue Flag Beach Facilities at Gouritsmond (labour only). The project covers labour-only construction/finishing works for upgrading beach facilities, including tiling, plumbing and related finishing tasks. Suitable bidders are construction/contracting firms with trades in these areas. Open to those meeting statutory and SCM prerequisites: tax compliance, VAT, BBBEE, and registration on the Central Supplier Database (CSD); bids can be submitted electronically or physically. A compulsory site briefing is held prior to close.

Requirements

• Tax compliance: SARS Tax Clearance Certificate/ PIN; separate certificates for consortiums/JVs.
• CSD registration: bidder must be registered on the Central Supplier Database.
• BBBEE: BBBEE status level certificate or sworn affidavit as applicable (MBD6.1).
• Pre-qualification documents: MBD1, MBD4, MBD6.1, MBD8, MBD9; pricing schedule; and, if applicable, MBD7 contract form.
• Municipal compliance: copies of bidder and director municipal accounts; statements must be in order (arrears >3 months may affect eligibility).
• Authorization: copy of board resolution authorising signatory; signed bid documents.
• Plant/equipment and experience: proof of sufficient plant/machinery and prior related work in last 3 years.
• Site meeting: compulsory attendance at the Gouritsmond site briefing.
• Evaluation criteria: 80/20 price-based with 10 points for BBBEE and 10 for locality; locality points require proof of operations within Hessequa/Western Cape (per the bid).
• Compliance will follow GCC/SCC rules and SCM policies; non-compliance may disqualify.
