Overview

Procurement of the compilation and maintenance of general and supplementary valuations for Kouga Local Municipality. Open tender to appoint a qualified valuers for a 3-year period (2026/07/01–2030/06/30) to compile and maintain valuation rolls, with an 80/20 price-to-specific-goals scoring and mandatory briefing. Requirements

• Professional qualification: must be a Professional Valuer or Professional Associated Valuer under the Property Valuers Profession Act; municipality will designate the Municipal Valuer.
• Compliance and registrations: valid SARS Tax Compliance PIN or CSD number; separate PINs for JV/subcontractors; B-BBEE affidavit/certificate required to claim points.
• Data and confidentiality: data ownership by the municipality; strict confidentiality; no conflicts of interest; comply with data transfer requirements.
• Deliverables and scope: compile and maintain General and Supplementary Valuation Rolls; provide staged data, draft and final rolls, objections handling, and appeals support; approx. 37,337 entries baseline; printing (20 copies) and electronic formats required.
• Evaluation/requirements: minimum functional assessment 75%; minimum 90-day tender validity; may appoint more than one contractor; includes mandatory clarification session.
