Overview

Procurement of a multidisciplinary professional service to review and compile the Cape Agulhas MSDF for the 2027-2032 IDP cycle, including a Capital Expenditure Framework (CEF). The contract targets professional teams in urban planning, spatial economics, GIS, civil/engineering and municipal financial planning to produce an adoption-ready MSDF with a 10-year CEF, led by a Lead Professional Planner and supported by a Spatial Economist and a GIS/Spatial Data Specialist, with mandatory allied specialists (engineering, finance) and robust data handover. The project is delivered over 18 months, with milestones ending in mid-2028, and follows a two-stage evaluation (functionality, then price).
