Requirements

• Completed original municipal bid document and all required forms.
• Entity registration documents, certified IDs for directors, and proof of CSD registration; SARS PIN and tax status.
• MBD documents: MBD1, MBD4, MBD6.1, MBD8, MBD9.
• Billing clearance or equivalent proof that no undisputed municipal accounts are overdue by more than 30 days, plus a bidder letter confirming no >30 days overdue on tender day.
• Local content: 100%. VAT vendor status required for turnover above R2.3M.
• If a joint venture, each partner must provide a valid Tax Compliance/ PIN and a lead partner designation.
• Functionality threshold: minimum 70 points to progress to price/BBEE evaluation (PPPFA 80/20 or 90/10).
• Phase capability: proven capacity in land surveying, town planning, GIS, engineering, environmental work, and public participation.
