Overview

Procurement of a borehole with booster pump and water treatment system for Mabamba Clinic (Ulundi), including drilling, pump installation, water treatment plant and related works; CIDB 3CE or higher required. Project appears under Department of Public Works KwaZulu-Natal, North Coast Region, with EPWP labour provisions and local community requirements.

Requirements

• CIDB grading: 3CE or higher.
• Registration and compliance: Central Supplier Database (CSD) registration; SARS Tax Clearance with Tax Compliance Status (TCS) PIN; and proof of ongoing SARS compliance.
• Borehole qualifications: Registration with Borehole Water Association of SA (BWA) and Ground Water Association of KwaZulu-Natal (GAKZN).
• EPWP/Labour: local labour targets and CLO requirements; price adjustments for EPWP days, reporting, and labour data submission; compliance with LIC (labour-intensive construction) where applicable.
• Personnel/management: LIC on-site requires foreman (NQF 4) and site manager (NQF 5), both CETA-accredited.
• Documentation and procurement rules: tender documents via e-Tender Portal; hard copy available for R270; mandatory briefing; no fax/email submissions; Section 1 returns with a flash drive containing electronic BOQ.

• Submission method: hard-copy tender document plus a flash drive containing the fully priced electronic Bills of Quantities; no late submissions; Section 1 must be returned in full with the flash drive (see the submission proforma).
