Overview

Construction of the Bombo-Longkloof Access Road - Ward 15 by uMzimkhulu Local Municipality. Eligible bidders are reputable civil engineering/construction firms with CIDB grading of 5CE or higher, demonstrated gravel-road project experience, and the ability to provide owned or hired heavy plant, in line with the municipality’s SCM policy and preference system.

Requirements

• CIDB grading: 5CE or higher.
• Evidence of experience: number of completed Gravel Access Roads projects; provide appointment letters and completion certificates.
• Key personnel: Site Agent (ND in Civil Engineering, Quantity Surveying, or PM Civil Eng; 10+ years = 10 points; 5–9 years = 5 points) and General Foreman ( Civil qualifications and 10+ years’ relevant experience).
• Methodology: detailed Construction Programme in Gantt chart with sequencing, timelines, cash flows.
• Plant & Equipment: list of required items; ownership or hire evidence; commitment letters from plant hire company (if hired); proof of ownership and licenses where applicable.
• Certifications & sign-off: Certificate of Authority to sign documents; tender documents signed on company letterhead; board resolution if required.
• Required forms: CSD registration proof; MBD forms 4, 5, 6.1, 8 & 9; municipal rates/services certificate for all directors/owners/shareholders and the company; lease documents if leasing office space or director accommodation; affidavits if accounts are under family; marriage certificate if municipal account is under spouse.
• Specific goals: HDP (Disability) and RDP targets; points allocated per ownership and location; combined max 90 points with 50% minimum per segment.
• Price validity: 90 days.

• Briefing: compulsory meeting on 07/07/2026 at 10:00 at Makhosini Building, 247 Main Street, Umzimkhulu.
• Closing: bids in sealed envelopes due by 12:00 on 17 July 2026; submit to the tender box at 169 Main Street, reception area.
• Submission format: clearly indicate Bid number UL M-INFR 022/26 and Bid Name; no late tenders accepted; documents must accompany tender docs provided by the municipality.
• Documentation to submit: CSD proof, MBD 4,5,6.1,8,9, rates certificate, lease/affidavits as applicable, Certificate of Authority, and all other documents listed above. Obtain bid documents from the municipality website or cashier.
