Construction of internal roads and stormwater infrastructure in Borolelo. Requirements

• CIDB grading: 6CEPE for EMEs; 7CE or higher for main contractor.
• Functionality prequalification: minimum 70 points; evaluation includes approach, methodology, time frame, plus qualifications (Project Manager and Site Agent) and experience (3–6+ similar contracts).
• Compliance and documentation: Tax compliance status (TCS/PIN or SARS e-filing), CSD registration, BBBEE verification (SANAS or sworn affidavit for EMEs/QSEs), COIDA letter, bank rating letter, proof of municipal rates/taxes, JV documents if applicable.
• Site/briefing: compulsory site visit and compulsory briefing session attendance.
• Returnable documents: complete MBD forms, CIDB registration, proof of municipal accounts, enterprise questionnaire, signed JV agreements if applicable.
• Local content and labour: 10% local content target; EPWP labour-intensive components.
• Risk and prequalification: financial and commercial risk checks; evaluator may request additional information; bids may be disqualified for non-compliance or unbalanced pricing.
• Preference: 80/20 (price to BBBEE/equity considerations) for bids up to R50m.
