CONSTRUCTION OF MAFLETHINI ACCESS ROAD WARD 02

Construction of Maflethini Access Road Ward 02. Umzimkhulu Local Municipality invites reputable service providers to bid on a civil roadworks project. Suitable bidders are civil/construction firms with CIDB 6CE or higher, proven gravel-to-blacktop road experience, ability to provide owned or hired plant/equipment, and capacity to meet local SMME goals (RDP ownership, locality within Harry Gwala District, and KwaZulu-Natal).

CIDB grading 6CE or higher
Proof of Central Suppliers Database (CSD) registration
MBD forms 4, 5, 6.1, 8 & 9
Certificate of Authority to sign all tender/contract documents (board-approved, on company letterhead)
Tender documents signed by an authorized person
80/20 preference: 80% price, 20% specific goals (RDP ownership; locality within Harry Gwala District; within KZN)
90 days price validity
Specific goals: 100% SA citizen ownership (10 points); 50% ownership (5 points); <50% ownership (2.5 points)
Site team qualifications: Site Agent (ND in Civil Eng/QS/PM; 10+ yrs preferred), General Foreman (NQF Level 4 Civil Construction; 10+ yrs preferred)
Plant and equipment: owned or hired plant with proof; list includes TLB, Motor Grader, Water Tanker, rollers, excavator, etc. Minimum thresholds apply
Compulsory briefing attendance; disqualification for non-submission or invalid documents

Briefing: compulsory on 27 October 2026 at Makhosini Building Boardroom, 247 Mzimkhulu Mlonyana Street (time per document; see attached advert) (15-10-2026 Tender Advert).
Obtain bid documents: from the municipality website (www.umzimkhululm.gov.za) or cashier (169 Main Street, Umzimkhulu); non-refundable fee of R600 per document.
Submission: deposit in the tender box at 169 Main Street, Umzimkhulu 3297 reception area, not later than 12:00 on 20 November 2026 (document details). Telegraphic, telex, email, and late tenders will not be accepted.
Documents to submit: CSD proof; MBD 4, 5, 6.1, 8, 9; Certificate of Authority to sign; authorized signatory on company letterhead; adherence to SCM policy.
Additional: documents available online and at cashier; tenderers must use municipality-provided documents only. Council not obligated to accept the lowest bid (80/20 SCM policy).
