Overview

Construction of Ngovhela Phindula Ring Road. Open to capable road-construction bidders with CIDB 4CE or higher (or a joint venture led by a 4CE+ partner) with experience in roads and stormwater and compliance with CIDB, SARS tax clearance, COIDA, CIDB/CSD registrations, and local-content requirements.

Requirements

• CIDB grading: 4CE or higher; joint ventures allowed if lead partner meets 4CE or higher and combined designation meets tender value.
• Compliance certificates: CIDB registration, Tax Clearance (SARS), COIDA/Workmen’s Compensation, CSD registration.
• Local content: declaration and calculations per SATS 1286:2011; proof of local content where required.
• Pre-qualifications: compulsory site briefing and potential site visit; proof of municipal rates/taxes status; evidence of past road/stormwater projects with client references.
• Documentation: complete MBD returnable documents (e.g., MBD1, MBD3.3 pricing, MBD4, MBD5, MBD6.1, MBD8, MBD9) and other SCM forms; sign and submit the original tender documents.
• Compliance checks: not in service of the state; not on tender defaulters list; declaration of interest; LI staff availability (names to be provided).

• Submission: hand deliver or courier to Thulamela Municipality; place in the BID BOX in a sealed envelope clearly marked with “BID NUMBER AND DESCRIPTION”; closing 11:00 on 09 September 2026 (late submissions disqualified; bid validity 90 days). (see T.6–T.7)
• Compulsory briefing: 31 August 2026 at 11:00, junction of R523 and Ngovhela Phindula ring road next to Ngovhela Lutheran Church (coordinates provided). (see T.3/T.5)
• Submissions format: no two-envelope system; submit original tender documents (no copies required); prices to be in a priced Bill of Quantities; sign all forms. (see T.10–T.11)
• Required registrations/clearances: CIDB 4CE+; Tax Clearance; CSD; COIDA; proof of rates/taxes;JV agreements if applicable. (see T.12–T.15)
• Returnable documents: complete and submit all listed in T2.1 (MBD 1, MBD 3.3, MBD 4, MBD 5, MBD 6.1, MBD 8, MBD 9, etc.). (see T2.1)
