Overview

Consultancy services to provide legal and transaction advisory for the establishment of the Green Investment Fund. Kenya Development Corporation invites proposals from consulting firms with capabilities in legal, financial and regulatory advisory, fund structuring, and transaction support for a public-sector green investment fund. The assignment uses QCBS selection and requires two-envelope submission (technical and financial) with robust Key Expert input.

Requirements

• Eligibility, conflicts of interest, and integrity: fully disclose conflicts; avoid conflicting assignments; JV rules apply as per ITC/Data Sheet.
• Key Experts: CVs for designated positions; experts from eligible jurisdictions; Key Experts must not appear in more than one proposal (as per Data Sheet); substitutions during validity must be equal or better.
• Compliance and background: tax clearance or exemption; not debarred by PPRA; no insolvent or precluded status; no corrupt or fraudulent practices.
• Proposals and documentation: submit Technical and Financial Proposals in separate envelopes; include Power of Attorney; use the standard forms TECH-1 to TECH-7 and FIN-1 to FIN-2; provide all required documentary evidence.
• Proposal validity and pricing: proposals valid for the period stated in the Data Sheet (60 days); all taxes and currency considerations as per Data Sheet; price adjustments if applicable.

• Submission method: sealed hard-copy submissions by mail or hand-delivery to KDC, Uchumi House, 17th Floor, Nairobi; two inner envelopes inside a single outer envelope; mark with Reference No. RFP/KDC/007/2026-2027. Not elektronik (Data Sheet states NO electronic procurement).
• Documents to complete and submit: TECH-1 through TECH-7 (Technical Proposal forms) and FIN-1 through FIN-2 (Financial Proposal forms); Power of Attorney; tax and compliance documents.
• Registrations/pre-qualifications: provide tax compliance evidence; demonstrate eligibility; comply with PPRA rules; no need for online portal submission.
