Overview

Consultancy services for adjudication of the Silaloni Adjudication Section. Open QCBS procurement by Kwale County Government (Department of Environment, Natural Resources and Urban Planning). Target bidders: professional consulting firms (solo or joint ventures up to 2 members) with experience in adjudication/land planning; must comply with Kenyan procurement rules and anti-corruption standards. A pre-proposal conference is not required.

Requirements

• Eligibility and integrity: not debarred by PPRA, not insolvent, no conflicts of interest, and comply with anti-corruption provisions; provide Certificate of Independent Proposal Determination where applicable.
• Joint ventures: maximum two members; clearly name lead member; joint-venture documentation if applicable.
• Key Experts: submit CVs for designated Key Experts; substitutions allowed only under prescribed conditions; no alternative Key Experts.
• Compliance documents: valid tax compliance (Kenya), tax invoices/clearance as per Data Sheet, power of attorney for signing proposals.
• Conflict of interest disclosures and adherence to TORs; sign all required forms and provide evidence as requested (ITC/ITD data sheet).
