Overview

Consultancy services for titling Makongeni Trading Centre in Kinondo Ward. The Kwale County Government seeks proposals under an open QCBS process for land titling-related consultancy. Eligible bidders are Kenyan-registered firms/consultants under Kenya public procurement rules; joint ventures are allowed with a maximum of two members. Requirements

• Eligibility criteria: comply with PPRA/Kenya procurement rules; not debarred; tax compliance; no conflicts of interest; transfer restrictions if a JV; public officers’ restrictions; JV allowed up to two members.
• Technical and financial proposals submitted separately; Key Experts from eligible countries; no key-expert overlap across invited proposals when required.
• Administrative: provide Power of Attorney; complete standard forms TECH-1 to TECH-7 and FIN-1 to FIN-4; evidence of tax compliance; adherence to anti-corruption provisions; JV/contractual liability as applicable.
• Other: business registered with Government of Kenya; comply with PPRA and Kenyan taxes; standstill and procurement rules apply.
