ADDENDUM NO.1 REQUEST FOR EXPRESSION OF INTEREST (REOI) SZ-ECC-561947-CS-CQS — CONSULTANCY SERVICES FOR A BATTERY ENERGY STORAGE SYSTEM (BESS) GRID INTEGRATION AND PLANNING STUDY

Overview

• Eswatini Electricity Company is seeking Expressions of Interest from consulting firms to provide Consultancy Services for a Battery Energy Storage System (BESS) Grid Integration and Planning Study under the ASCENT Eswatini Project. The REOI is issued to shortlist consultants for a subsequent technical/financial proposal under Consultant Qualification Selection (CQS). An Addendum extends the submission date to 03 September 2026.

Requirements

• At least 10 years’ experience in grid planning, stability, storage or renewable integration studies.
• At least 5 relevant assignments in Africa.
• Demonstrated experience in at least one BESS integration assignment in Africa (including siting, sizing, grid impact analysis).
• Proven experience in FACTS devices analysis (e.g., STATCOM, SVC) for voltage control and stability in Africa.
• Experience with utility transmission networks.
• Submissions must include: incorporation/registration certificates; last 5 years’ annual financial records; corporate profile with QA plan (e.g., ISO 9001); evidence of licensed power system analysis software (PSS/E, DIgSILENT Power Factory, ETAP, PSCAD or equivalent).
• English language submissions; ability to form JV/consortia; lead partner to demonstrate substantial relevant experience; compliance with World Bank IPF procurement regulations and CQS methodology.
