Consultancy Services for a Human Resources Audit

Overview

Consultancy services to conduct a Human Resources Audit for the University of Mauritius. Bidders from local and international firms meeting registration requirements are invited to submit a Quality and Cost Based Selection (QCBS) proposal for a lump-sum HR audit, with an estimated budget of Rs2.5M and a 20-week delivery window.

Requirements

• Minimum 10 years in HR audits or strategic HR consulting.
• Significant HR Audit experience; public sector/Higher Education exposure preferred.
• Valid Mauritius business registration or legal capacity to operate; signed conflict-of-interest declaration.
• Experience in HR Audit in the public sector; knowledge of Mauritian Labour Law and local context (advantage).
• Availability of required professional staff for the assignment and ability to deliver within ~20 weeks; willingness to engage in negotiations and possible downstream work.
• Proposals to remain valid for a defined period (90 days) and compliance with fraud/corruption policies.

• Submission deadline: extended to 13 November 2026 at 13:30; proposals must be deposited in the Tender Box (Room 7.22) at the University of Mauritius, Réduit. (Addendum)
• Submission format and method: Technical Proposal (FTP) and Financial Proposal in separate sealed envelopes; original plus two copies of each; plus one USB drive; total copies as specified; outer envelope marked accordingly. (RFP Instructions)
