Overview

Procurement of consultancy services for design review and construction supervision of the Water Resources Authority Headquarters Building in Nairobi. The assignment is an Expression of Interest (CQS) under World Bank IPF regulations, funded by HoAGW4RP. Eligible firms must show experience in design and construction supervision of office/commercial/institutional buildings, with key experts in architecture, civil/structural, electrical, QS, ES/OHS, and related disciplines. Duration: design review 5 months; construction supervision 24 months. Requirements

• Shortlisting criteria (firm level):
  • At least five assignments in design and construction supervision of office/commercial/institutional buildings in the last 10 years.
  • At least two assignments of similar complexity/size/value with contract administration and project management in the last 5 years.
  • Adequacy of proposed methodology and work plan.
  • Qualifications and competence of the proposed key experts.
• Team composition and qualifications (Key Experts):
  • Team Leader: BSc Architecture or Civil Engineering; ≥10 years in built environment; professional registration.
  • Building Design Engineer: Civil Engineer; ≥10 years; sustainable architecture experience.
  • Electrical Engineer: BSc Electrical Engineering; ≥10 years; registration.
  • Quantity Surveyor: BSc in QS; ≥10 years; registration; cost control/contract admin experience.
  • Environment & Occupational Health and Safety Expert: BSc Environmental Science; ≥10 years; ESIA/ESMP experience.
  • Structural Engineer: BSc Civil Engineering; ≥10 years; registration.
  • Building Services Engineer: BSc Electrical/Mechanical Engineering; ≥10 years; registration.
  • Social Safeguards Specialist: Sociology/Gender studies or equivalent; ≥5 years; SEAH/GBV exposure.
• Compliance and setup:
  • Professional registration with relevant bodies; ability to form JV or sub-consultancy (sub-consultants’ experience not counted for shortlisting).
  • Selection method: Consultants’ Qualifications Selection (CQS) per World Bank Procurement Regulations.
  • Duration: 5 months (design review) and 24 months (construction supervision).
  • Outputs include design review, ESIA/ESMP alignment, BOQs, tender documents, and contract administration during supervision.
