Overview

Procurement of Consultancy Services for an Environment and Social Impact Assessment (ESIA) for the proposed FLLOCA Projects in Kwale County. Suitable bidders are firms with ESIA/Environmental and Social Impact Assessment experience, ability to prepare TOR-compliant ESIA deliverables, and capacity to deploy Kenyan regulatory-compliant teams (Key and Non-Key Experts). Joint ventures are allowed (max 2 members).

Requirements

• Demonstrated experience in ESIA for comparable projects and ability to deliver TOR-based outcomes.
• Key and non-key experts with relevant qualifications; CVs must be provided and evaluated.
• Joint Venture eligible with up to two members; each member is legally liable for the contract.
• Compliance with Kenyan public procurement rules; no debarment by PPRA; tax compliance; no conflicts of interest; no involvement of public officials in the tender.
• Evidence of organizational and financial capacity; adherence to anti-corruption and fair competition practices.
• Data-sheet specifications will set minimum technical scores and specific evaluation criteria.

• Submission method: Proposals to be submitted electronically via the i-Sourcing system (supplier.treasury.go.ke); a hard-copy component may be required for certain proposal parts as specified (Data Sheet).
• Documents to submit: Technical Proposal (TECH-1 to TECH-7 forms) and Financial Proposal (FIN-1 to FIN-4 forms), plus supporting documentary evidence (tax compliance certificate, power of attorney, and the Certificate of Independent Proposal Determination where required). All forms and attachments are listed in the RFP (Section 3) and Data Sheet.
• Pre-qualifications/registrations: JV up to two members; bidders must meet eligibility (not debarred, not insolvent, not closely related to Procuring Entity staff, registered in Kenya); business registered with the Government of Kenya where applicable; taxes clearly accounted for.
• Briefing: No pre-proposal conference is planned (Data Sheet).
