Overview

Procurement of consultancy services for feasibility study, environmental and social impact assessment, topographical survey, and preliminary and detailed engineering design of roads, parking facilities, NMT facilities, drainage and market rehabilitation in Machakos Municipality. Bidders should be experienced in urban transport, civil/road engineering, ESIA, surveying, and market rehabilitation, with capable key experts and compliance with Kenyan procurement rules (QCBS method).

Requirements

• Eligibility and integrity: not debarred by PPRA; no corrupt or fraudulent practices; no conflicts of interest; tax compliance certificate for Kenyan firms.
• Joint Ventures: maximum of 2 members; appropriate lead member structure; compliance with Competition Act exemptions where applicable.
• Core qualifications: proven experience on similar multidisciplinary urban projects (feasibility, ESIA/ESMS, topographic surveys, and road/NMT design); availability of Key Experts with CVs submitted.
• Submissions: separate Technical and Financial Proposals; technical must be complete and signed; financial must be itemized.
• Other: BRSA registration; no public official conflicts; bids evaluated on QCBS basis with a standstill period after award.
